In California, a state moving aggressively into smart-meter deployments, the California Public Utility Commission (PUC) has issued a proposed decision that includes requirements for smart-grid plans that does not adequately address the question of security controls for design, testing and deployment, said Aaron Burstein, a lawyer and fellow at the School of Information at University of California at Berkeley.
